if you worked for a corporation and took a buyout package which gave you severance pay according to the number of years that you worked over a 4 year period, and was advised by the company that you could not collect unemployment, and you did not until over a year later when someone told you that you should try can you appeal the unemployment to give you back money from when you were first eligible

I would like to know if the amount of taxes taken out of my
unemployment can be increased. They take out about 10%
I would like to go to 15%.
Is this possible or is that a set rate?
