I received an "Determination of Entitlement to Emergency Unemployment Compensation (EUC08)in the mail. I have never used and EUC08 before. My first certification was Mon. this week, but I didn't realize it until a few days later. When I did attempt to certify online, I was advised that I couldn't and to contact my local office. What does this mean and what should I do?

I received a letter of determination of entitlement to emergency Unemployment compensation. (EUC08). It states: The last week for which extended benefits may be paid is the week ending 12/29/12. It also says your federal extension acct balance has been increased to reflect up to 14 weeks of additional benefits referred to as Tier 2 benefits. Can someone please explain this to me as I have not found another job yet. Does this mean I won't receive any more help?
